Northrop Grumman’s Aeronautics Systems Sector is seeking a CIDO (Chief Information Digital Office) IT Program Manager, specifically supporting the Contracts organization within the Corporate Office. This role can be located at any major Northrop Grumman site and Remote work/hybrid work will be considered for the ideal candidate.

We are seeking an Enterprise COTS Implementation Specialist to lead the evaluation, pilot, and deployment of commercial off‑the‑shelf (COTS) tools across Contracts Management. This role is responsible for planning and running pilots/proof‑of‑concepts, integrating new tools with existing internal business systems, and driving full-scale implementation in partnership with CIDO and business stakeholders. The ideal candidate has hands‑on experience with enterprise tool rollouts, understands complex business processes, and can effectively work across functions, sectors, and organizations to ensure adoption and value realization.

Key Responsibilities

  • Lead end‑to‑end COTS tool implementations, from requirements and vendor evaluation through deployment and transition to operations.

  • Plan, execute, and evaluate pilots/proof‑of‑concepts to validate technical fit, usability, and business value.

  • Collaborate with architects and system owners to integrate new tools with existing internal business systems and data sources.

  • Partner with cross‑functional stakeholders across multiple sectors and organizations to gather requirements, manage expectations, and drive adoption.

  • Develop implementation plans, training materials, and change management approaches to support successful rollout.

  • Identify risks, issues, and dependencies and coordinate mitigation with technical and business teams.

Basic Qualifications

  • Associate's degree with 14 years of experience, or Bachelor's degree with 12 years of experience, or Master’s degree with 10 years of experience; a High School diploma or equivalent and 16 years of experience may be considered in lieu of a completed degree.

  • Demonstrated experience implementing COTS tools in an enterprise environment.

  • Proven track record running pilots/proof‑of‑concepts, including success criteria definition and outcome analysis.

  • Understanding of internal business systems and integrations (e.g., ERP, PLM, HR, or other core enterprise platforms).

  • Ability to work effectively across functions, sectors, and organizations, building consensus among diverse stakeholders.

  • Demonstrated project coordination skills, including planning, communication, and status reporting.

Preferred Qualifications

  • Knowledge of our internal business systems including contracts management, legal, finance and ERP tools

  • Ability to tie AI into systems requirements as we look at new potential solutions

Primary Level Salary Range: $161,000.00 - $241,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
