The Oregon Health Authority (OHA), Public Health Division (PHD), Immunization Program is seeking an ALERT IIS System Analyst & Technical Lead (OPA3).

In this key role, you will advance the agency’s mission by supporting and guiding the strategic direction of Oregon’s ALERT Immunization Information System (IIS). You will lead the ALERT IIS Change Control Team, applying strong project management principles to ensure Immunization Program priorities are effectively translated into system enhancements. As the primary liaison with the IIS vendor, you will collaborate to ensure the system evolves to meet program and statewide needs.

You will coordinate immunization data and system alignment across OHA divisions and with external state partners such as the Board of Pharmacy and the Department of Corrections. Additionally, you will provide technical expertise to national partners, including the Centers for Disease Control and Prevention (CDC) and IIS consortiums. Your insights and recommendations will help guide decision-making for OHA leadership, state agencies, federal partners, and other partners.

Minimum Qualifications: These qualifications must be reflected in your application for consideration.

A bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Computer Science, or another field demonstrating informatics-related knowledge and skills, along with four years of professional experience in evaluative, analytical, and planning work.

OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Note: Relevant knowledge and experience may include work in Policy Analysis, Operation Research and Evaluation, Project Management, Business and management coordination, and Legislative Coordination.

  • Communication and Facilitation Excellence: Communicates complex technical concepts in a clear, accessible manner. Facilitates productive discussions with diverse partners, gathers input, builds consensus, and prepares effective reports and recommendations for leadership and external partners.
  • Subject-Matter Expertise in IIS: Experience with Immunization Information Systems, data flows, HL7 standards, IIS operations, and national IIS initiatives. Ability to provide authoritative guidance on system design, enhancements, and alignment with CDC and national program expectations.

Preference Statement: Preference will be given to candidates possessing more years of experience and meeting more of the desired attributes.

    • This position is a hybrid role based in Portland, Oregon. While much of the work can be performed remotely, there are times when duties must be completed onsite. Candidates must reside within a reasonable commuting distance to the Portland office to meet onsite work needs as they arise.

  • The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
