The Acquisition and Procurement Analyst will support federal research programs by developing acquisition packages, managing procurement documentation, ensuring compliance with regulations, and providing advisory support on contracting best practices.
We are seeking an experienced Acquisition and Procurement Analyst to support federal research programs within the Institute for Telecommunication Sciences (ITS).
This role supports program offices and Contracting Officer Representatives (CORs) in developing acquisition packages, managing procurement documentation, and ensuring compliance with the Federal Acquisition Regulation and Department of Commerce policies.
Key ResponsibilitiesAcquisition Documentation
- Develop and review complete acquisition packages, including:
- Statements of Work (SOW)
- Independent Government Cost Estimates (IGCE)
- IT Security & Section 508 documentation
- Justifications for Other Than Full and Open Competition (JOFOC)
- Contract modifications, option years, and deobligations
- Ensure compliance with FAR, DOC, and NTIA acquisition procedures
Contract Administration
- Support CORs with procurement and contract administration activities
- Submit requisition packages into DOC acquisition systems
- Maintain procurement tracking tools and reporting (e.g., spreadsheets)
Market Research & Planning
- Conduct market research to support acquisition strategies
- Assist with acquisition planning and vendor identification
- Support IGCE development and pricing analysis
Process Improvement
- Develop and maintain procurement SOPs and workflows
- Document acquisition processes and update as policies evolve
Advisory Support
- Monitor changes to FAR, DOC policy, and contracting vehicles (BPA, IDIQ)
- Brief program teams on acquisition updates and best practices
- 4+ years of federal acquisition or procurement experience
- Working knowledge of FAR and federal contracting processes
- Experience supporting:
- Acquisition planning
- Procurement documentation (SOW, IGCE, etc.)
- Market research
- Strong attention to detail and documentation skills
- Proficiency with Microsoft Office (Excel, Word, PowerPoint)
- DAWIA or FAC-C Level II (or equivalent)
- Experience supporting Department of Commerce or similar federal agencies
- Familiarity with BPA, IDIQ, and other federal contract vehicles
- Bachelor’s degree in business, Public Administration, Acquisition Management, or related field Equivalent relevant experience
