Manage environmental compliance, ensure regulations adherence, coordinate technical support, and perform inspections. Lead teams in project planning and emergency responses.
Job Objective:
This position is an experienced level position that manages environmental compliance from conception to completion and requires strong communication skills. Coordinate and provide environmental technical support to field operations, engineering, & regulatory personnel. Perform job functions independently and able to manage task assignment and completion with limited supervision.
Essential Job Responsibilities:
- Ensure compliance with all applicable environmental regulations, permits, authorizations, and agreements.
- Interface with regulatory and jurisdictional stakeholders particular to the asset team (SUIT, Jicarilla, COGCC, NMED, OCD, EPA)
- Provide knowledge and expertise across all environmental media and programs, including Clean Air Act, Clean Water Act, Endangered Species Act, National Environmental Policy Act, and applicable waste management requirements.
- Participate in the project planning and development through all stages to facilitate communication of project impacts between all stakeholders.
- Experience with state and federal air compliance permitting/programs (Title V, MACT, NESHAP, etc.)
- Experience with state and federal reporting requirements (OCD “Rule 28”, NMED Ozone Precursors Rule, Greenhouse Gas, Annual and Semi-Annual Emissions Inventory, Tier II)
- Manages consultants as required in the development of specialized permitting (air, water, waste)
- Coordinates routine compliance inspections with operations for air permits and participates in external audits as required
- Maintains files for air permits and compliance reporting
- Serves as a member of the company’s emergency response team and be involved in the spill management program.
- Serves as team lead or SME in company Root Cause Analyses in efforts to identify actionable recommendations to improve system safety, integrity and compliance.

- Adheres to established work schedule, attendance standards and is punctual to work and meetings.
- Perform other duties as assigned.
Other Job Responsibilities:
- Ability to advise the company on scalable air compliance or EMIS systems
- Develop and manage tools and templates to manage the collection of environmental compliance information
- Ability to be available outside of normal working hours (on call questions, emergencies, etc)
- Familiar with SPCC plans and implement SPCC program at regional level
- Other duties as assigned by management
Qualifications:
- 7+ years in an environmental or engineering field preferred, but highly experienced applicants who do not meet this requirement may still be considered
- Experience in use and function of office equipment including computers and applicable software
- Experience interacting, advising, negotiating, and communicating effectively
- Extensive knowledge of state and federal environmental regulations and standards and their applicability to operations
- Ability to analyze, research, compile, and prepare permit applications, logs, reports, and correspondence and company responses to agency requests
- Ability to evaluate, research, and interpret governmental regulations, equipment performance manuals, regulatory agency guidance and instructions, reports, correspondence, and company policies and procedures
- Ability to apply math, algebraic formulas, calculus, and statistics
- Ability to communicate and/or exchange information
- Ability to communicate effectively through the development of written communication that applies (fundamental technical writing skills)
Education Requirements:
- Bachelor's Degree or higher in an environmental science/engineering and/or related technical discipline or equivalent combination of formal education and job-related experience
Certifications, Licenses, Registrations:
- REM, CEM or other environmental or technical certification preferred
