Provides cradle-to-grave government contract negotiation and administration for proposals, contracts, OTAs, grants, and cooperative agreements. Reviews RFPs, identifies risks, ensures compliance with solicitation and regulatory requirements, negotiates terms, advises research and project teams, maintains client relationships, and signs proposals and contractual documents within established authority. The role requires extensive government contracting experience, knowledge of FAR and DFARS, and eligibility for a TS/SCI clearance.

Develop and test photonic integrated circuit systems for optical communications, microwave photonics, optical phased arrays, and sensing applications. Perform modeling, simulation, laboratory R&D, data analysis, layout, characterization, and testing. Support multidisciplinary research teams, lead technical tasks, assess program performance, and communicate with clients and leadership. The role also contributes to government-funded R&D programs, technical presentations, proposals, and potential classified research.

Leads architecture, development, integration, testing, and evaluation of advanced RF radar, communications, and sensing systems. Develops requirements, interfaces, performance analyses, trade studies, and verification approaches across RF hardware, antennas, digital processing, embedded systems, firmware, and software. Provides technical leadership, mentors engineers, supports field demonstrations, prepares proposals and customer briefings, and identifies business development opportunities.
