Administer and secure DOE’s Oracle Fusion Middleware environment, serving as the primary SME for WebCenter, Enterprise Manager, OID/OAM, and SSL/TLS encryption. Responsibilities include installation, configuration, patching, tuning, monitoring, identity and access management, certificate lifecycle management, compliance with NIST and FedRAMP controls, audit support, remediation, and backup support for broader Oracle technologies. The role also requires collaboration with program managers, security teams, and product SMEs.

Provide CBDP financial management and internal controls support including ERM implementation, funds management, account reconciliation, audit readiness, financial systems integration (DAI, JICAP), and prepare reports and briefings for senior leadership in compliance with GAO, OMB, and DoD standards.

Manage the full proposal lifecycle for federal consulting opportunities: lead development, strategy, content and design, integrate AI/tools, maintain processes and knowledge management, and coordinate cross-functional teams to produce compliant, submission-ready proposals.
