Provides financial analysis and management support for a Navy ship systems portfolio across the PPBE process. Responsibilities include coordinating budget submissions, analyzing funding and program tradeoffs, monitoring execution and changes, preparing budget reports and leadership briefings, assessing risks, conducting cost-benefit analyses, and training personnel on budget procedures. The role requires DoD financial process expertise, familiarity with NAVSEA financial systems, a relevant bachelor’s degree or equivalent experience, and an active Secret clearance.

Design, develop, test, modernize, and support enterprise applications using C#, .NET, React, RESTful APIs, and SQL Server. Translate requirements into technical solutions, build automated tests, troubleshoot complex issues, conduct code reviews, address security findings, and ensure accessibility and performance. Collaborate in Agile teams, contribute to architecture and modernization efforts, document solutions, and mentor developers while remaining a hands-on technical contributor.

Leads global health workforce integration and planning across national systems, advising government and interagency partners on HRH strategies, data quality, workforce investments, and sustainability. Develops monitoring frameworks, HRH inventories, indicators, reports, policy guidance, and briefing materials. Coordinates ministries, donors, training institutions, and implementation partners to align workforce initiatives with national priorities and strengthen health information systems.
