Leads government affairs and public affairs strategy across 10–20 western states. Represents the company before state legislatures, governors’ offices, Medicaid agencies, and regulators; directs lobbying, policy monitoring, stakeholder engagement, testimony, coalition efforts, and political strategy. Partners with internal teams to support procurement, contract retention, reimbursement, compliance, and operational readiness. Manages contract lobbyists and external stakeholders while advising leadership on legislative, regulatory, and political developments. Requires regular travel, including travel 60% of the time.

Owns the employment legal function, advising HR and business leaders on employment and labor matters, managing disputes and outside counsel, and maintaining employment documentation. Builds legal operations, compliance programs, tracking systems, self-service tools, and technology to improve efficiency and reduce costs. Supports insurance, enterprise risk, corporate governance, board matters, investigations, restructurings, transactions, and workforce integration.

Lead design and implementation of enterprise Master Data Management (MDM) solutions, establish Golden Records, build cloud-native data pipelines and APIs, implement dbt transformations and IaC, enforce data quality, governance, and HIPAA-compliant practices to enable analytics, AI, and operational systems across Member, Provider, Facility, and related domains.
