Own the full subcontract lifecycle for government and defense programs, including sourcing, RFPs, proposal evaluation, cost analysis, negotiations, contract execution, performance administration, modifications, compliance, and closeout. Maintain audit-ready procurement files and ensure FAR, DFARS, ITAR, EAR, and CPSR compliance while coordinating with suppliers, engineering, quality, finance, legal, and program management teams.

Senior Counsel will lead complex commercial contracting and strategic transactions, including customer, partnership, government, licensing, technology development, SaaS, data, vendor, and procurement agreements. The role advises on intellectual property, export controls, national security, public company obligations, revenue recognition, disclosure, governance, and regulatory matters. It also develops legal processes, playbooks, approval frameworks, and training while partnering with commercial, technical, finance, and executive teams in a high-growth public technology company.

Leads the engineering operating system for complex quantum hardware and firmware products from concept through manufacturing transition. Establishes lifecycle processes, technical gate reviews, quality systems, AS9100 readiness, configuration and document control, engineering tools, laboratory operations, equipment planning, technical-data security, and cross-functional manufacturing-transition practices. Builds and manages Engineering Operations across quality, configuration management, document control, and laboratory functions while scaling consistent practices internationally.
