Provides expert consultation and recommendations on complex Federal civilian employee relations matters, including EEO, MSPB, adverse actions, settlements, and administrative investigations. Develops and researches employee relations policies and procedures, interprets 5 CFR 752 and 5 CFR 432, and consults with legal advisers on policy implementation and sensitive cases.

Performs federal civilian staffing and placement, including job analysis, assessment-method selection, USA Staffing vacancy announcements, candidate qualification assessments, and referral lists. Requires expertise in Title 5 laws and regulations, Federal reduction in force and workforce reshaping, and 5 C.F.R. Part 351. The role supports potential future federal contract opportunities and requires a Public Trust clearance and DEU certification.
