ProPublica invites independent journalists to submit investigative project proposals that reveal wrongdoing or systemic problems. Applications should include a clear hypothesis, evidence gathered (anecdotes, data, documents), required resources (data work, travel, records), expected findings and accountability angles, and why the reporter is suited. Accepted proposals receive competitive freelance rates and expense coverage; freelancers are independent contractors.

ProPublica’s Emerging Reporters Program awards five students $9,000 stipends, mentors, and a paid conference trip. Open to undergraduate juniors or seniors who demonstrate financial need and commitment to journalism. Runs late September–June with two stipend payments.
