Under the direction of the Director of Parks, Recreation & Golf, the Recreation Manager is responsible for providing leadership and managing, coordinating, directing and supervising the work of the Recreation Division's core functions of programs, services and facilities. Must be able to work successfully in a team-oriented, self-directed atmosphere that provides citizens and employees with accurate information, exceptional customer service and human relations skills, which supports organizational goals and values.
 

Salary to be commensurate with experience.  
The hiring range for this position is $42.6793-$57.6170/hourly; $88,772.84-$119,843.33/annually

 

Essential Duties & Responsibilities

• Plans, manages and directs all core Recreation functions, programs, services and facilities to provide customers with the best service possible
• Provides leadership for Parks, Recreation and Golf as the department liaison with Communications
• Performs supervisory duties including instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, and acting on employee problems
• Analyzes all recreation programs and services for responsiveness to community needs, opportunities, trends & efficiency; provides professional analysis and recommendations related to fees and charges; multi-year capital repair/replacement programs; evaluation of existing staffing levels & projected needs based on growth; division, department & organizational work plans & Long Range Financial Planning
• Oversees all marketing and public relations for recreation programs and events, in collaboration with the Communication Division's liaison for Parks and Recreation
• Leads budget preparation for the Recreation Division, encompassing facilities, programs and services
• Works collaboratively with design & construction professionals to complete projects related to new facilities and/or renovations to existing facilities
• Prepares professional reports, proposals and letters effectively, in a timely manner
• Coaches and mentors recreation supervisors & recreation superintendent, and prepares timely performance evaluations that clearly define expectations
• Oversees coordination of the maintenance of all recreation facilities (indoor and outdoor)
• Investigates and responds to complaints from citizens as well as supervisors and other employees
• Establishes formal & informal means of communication with design & construction professionals when building/renovating facilities; communicates plans/decisions with City leadership, Department employees and the general public
• Builds partnership with other clubs, organizations, and committees to meet the needs of the community, as well as consider grant and program opportunities
• Employs conflict resolution skills while assisting with the overall operations of the department by using creative, innovative and flexible solutions to problems
• Researches and considers grant opportunities that may be beneficial to the Recreation Division
• Utilizes and supports the city's procurement and contracting processes; recommends major purchases
• Collaborates with different departments for City-wide events

Minimum Qualifications

Bachelor's degree in Parks and Recreation Administration or related field and five years of full time progressive supervisory experience in directing a recreation/community service program in the field of Parks & Recreation required. Certified Parks and Recreation Professional (CPRP) or related professional certification preferred or qualifications to obtain certification within two years of hire date. Bilingual in Spanish desired. An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities may be considered. Must have a valid Colorado driver's license and good driving record.

Knowledge, Skills and Abilities:

• Strong knowledge of the theory, principles, practices and methods of recreation administration
• Strong knowledge of the principles and practices of management including organizational development, planning, budgeting, employee supervision and training
• Strong knowledge of ADA requirements and laws
• Skill in developing and implementing successful strategic, long-range, and short-range plans
• Skill in analyzing programs and problems, researching alternative services, and implementing service delivery
• Ability to communicate effectively with individuals and groups from a wide variety of educational and cultural backgrounds
• Ability to investigate and resolve complaints concerning recreation programs and facilities
• Ability to exercise independent decision-making, judgment and discretion as necessary to perform daily routine and non-routine tasks
• Ability to develop and implement appropriate goals, objectives and work plans
• Ability to develop, manage and maintain budgets
 

Equipment Used, Work Environment and Physical Activities

• Driving: Drives a city or personal vehicle in the normal course of business
• Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell). Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel, ActiveNet, iPad.
• Other Equipment: Video camera, TV, DVD player, telephone (office & mobile), and laminator.
• Physical Activities: Sits for long periods of time; light physical activity that may include walking, standing, stooping, bending, reaching, lifting and carrying.
• Lifting: Ability to lift, carry, and exert up to 25 pounds
• Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires.  
• Exposure to Environmental Conditions: Position generally works in an office setting with overhead lighting and long periods of screen time.
• Schedules: Position generally scheduled Monday - Friday; occasionally weekend work. May require attendance at evening meetings, council sessions or after-hour events. May require attendance at off-site meetings.
