OVERALL JOB OBJECTIVE: 

This position is responsible for scoping, developing, recommending, implementing, and tracking progress towards the community’s climate-related goals, targets and key performance indicators.  The position is also responsible for the underlying policies and data systems that support progress reporting of the city’s climate goals and targets. This position provides leadership and support for city-wide performance reporting around the established key performance indicators.  This position will be responsible for management of the city’s reporting on progress towards the community’s greenhouse gas reduction goal. This position represents the city on state- and national-level task forces to coordinate and establish best practices for emissions reporting. This position manages projects and processes related to climate data science and analysis independently, with limited supervision. 

The hiring range for this position starts at $84,850 – $99,850 depending on qualifications and experience. 

SPECIALIZED EXPERIENCE: 

  • Familiarity with GHG Protocols for cities and local governments, including the GPC (Global Protocol for Community-Scale Greenhouse Gas Inventories), the U.S Community Protocol for Accounting and Reporting of Greenhouse Gas Emissions, and The Climate Registry’s LGOP (Local Government Operations Protocol).  
  • Knowledge of carbon sequestration and consumption-based emissions accounting 
  • Knowledge of environmental disclosure systems such as CDP 
  • Familiarity with state GHG accounting, policies and rules, such as Colorado Senate Bill 19-236 and House Bill 19-1261. 
  • Understanding of utility bill data and systems such as EDI (Electronic Data Interchange). 
  • Knowledge of data visualization and analytics platforms such as PowerBi or Tableau. 

DUTIES AND RESPONSIBILITIES: 

1.  Informs key policy decisions at the local and state level related to state-wide emissions reduction goals and reporting. 

2.  Develops strategies for, and ensures the collection and tracking of, information and data associated with various sustainability goals, targets and key performance indicators. Coordinates with leaders through the city-wide organization to develop and monitor appropriate metrics for measuring success of climate programs.  

3.  Provides data analysis, quality assurance and quality control, information management, and technical support to departmental programs.  Analyzes and interprets data sets and studies. Provides comprehensive statistical analysis, data visualization, and trend identification.  Presents information and recommendations to key stakeholders and city executives.

4.  Manages municipal and communitywide greenhouse gas (GHG) inventories and quantifies greenhouse gas reduction activities. Provides management and oversight for all contracted work to support inventory development and reporting.

5.  Develops annual budgets and work plans for the technology assessment area of the Climate Action Plan.

6.  Models and creates data repositories, interfaces and dashboards. Develops and communicates sustainability metrics to the public.

7.  Independently manages outside consultants and contractors. 

8.  Leads development and maintenance of city carbon accounting system that interfaces with existing city facility utility data (electricity, natural gas, fuel, water, sewer, solid waste, recycling) for monthly, quarterly and annual reporting. Requires deep understanding of energy data and utility billing through platforms such as EDI, as well as energy data management systems.  

9.  Develops Return-On-Investment calculations for municipal and community sustainability and carbon reduction projects and proposals.  

10.  Participates in and leads cross-departmental task forces and teams working to conceptualize, plan, execute and monitor sustainability data. Acts as a representative for Climate + Sustainability on the city’s open data team.

11.  Structures and manages the collection, storage, analysis and reporting of the city’s sustainability data.   

12.  Contributes to the success of the Boulder Measures dashboard by keeping the sustainability dashboards up to date and responsive to community needs and questions.  

13.  Prepare and present environmental data reports for various audiences, including departmental and organizational staff, elected officials, key partners, the public the non-scientific community 

14.  Ability to be detail oriented and organized with expert problem-solving skills 

15.  Ability to work efficiently independently or on a team 

16.  Provide customer service and data collection through various means including telecommunications, internet research and database systems 

17.  Possess knowledge of guidance around newer areas of carbon accounting, such as carbon sequestration and consumption-based inventories 

18.  Possess knowledge of GIS (Geographic Information System) and other statistical software 

19.  Collect significant amount of data pertaining to a particular environmental topic; both quantitative data and qualitative data are often required 

20.  Write reports and articles, including graphs, maps and drawings 

21.  Apply testing and statistical analysis to the environmental data to produce results 

22.  Make predictions and recommendations based on information collected 

23.  Prepare for a variety of data collection topics, including waste and garbage disposal, environmental hazards, ecosystems, energy, water systems, pollution, meteorological, emissions and sustainability 

24.  Understand environmental regulations, policies and laws and apply them effectively to data sets where applicable

  • Performs related duties as required to meet the needs of the city. 
  • Takes proper safety precautions to prevent accidents.  Responsible for the safety of self, others, materials, and equipment.  Uses all required safety equipment and follows all safety regulations, policies and procedures.  Reports all accidents and damage to city property. 
  • Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
