Position Summary
The Proposal Writer supports Nava’s Business Development team by producing high-quality, clear, and compliant proposal content for federal, state, and local government opportunities. This role translates complex technical concepts into accessible prose, leveraging modern methodology and technology (AI and Large Language Models) to augment their capacity.
The Proposal Writer supports proposal teams in delivering compliant, complete and compelling responses while supporting Nava’s values: Be Active Stewards, Pursue the Root Cause, Think Long-Term, Build Together, Inclusion is Essential and Progress Takes Work.
What you’ll do
- Draft clear, accurate, and compelling responses to government RFPs and RFQs.
- Collaborate with Client Solutions Managers, Proposal Managers, and SMEs to distill complex technical concepts into accessible prose.
- Review and edit proposal sections for compliance, clarity, and consistency.
- Master AI and LLM tools to streamline content development while maintaining high-quality standards.
- Maintain and update a repository of reusable content for future bids.
- Organize and curate Nava’s library of core content to reflect our capabilities and experience.
- Ensure proposal templates, style guides, and checklists are up to date and readily available.
- Participate in solutioning sessions and reviews to ensure cohesive and polished proposals.
- Provide guidance to SMEs on technical content development.
- Facilitate feedback loops to improve proposal processes and deliverables.

Required skills
- Bachelor’s degree in English, Communications, Technical Writing, or a related field.
- Have 5+ years of experience writing for government IT procurement, particularly federal, state, and local RFPs and RFQs.
- Demonstrate the ability to translate technical and highly specialized concepts into clear, compelling, and compliant prose.
- Familiar with AI tools (e.g., GPT, LLMs) for writing, editing, and research.
- Detail-oriented with a strong ability to meet deadlines under tight timelines.
- Exhibit excellent collaboration and communication skills.
- Support proposal development in Agile, human-centered design, or custom software delivery environments.
- Have a background in graphic or visual content creation to support proposal narratives.
