Description of Job

Work Unit:
Administrative Solutions (AS) provides management and oversight for key administrative and technical services that enables CDHS to achieve their goals. It is responsible for a number of support functions to make our agency as efficient, effective and impactful as possible. Administrative Solutions comprises Human Resources; Facilities Management; Audit; Business Innovation, Technology and Security;, Emergency Management; Legal; Performance Management; Communications; Project Management; and Leadership & Organizational Development.

What You'll be Doing

With a customer-first mindset, understand the Department’s business and future-state goals to design effective solutions tailored to CDHS needs including strategy alignment, process, governance, organizational design/structure, integration with data and technology change management to drive business outcomes. This position is designated by Division of Regional Centers’ management as the Staff Authority for the ownership of Therap Electronic Health Record system, and is accountable for the delivery of product and service value, meeting the needs of constituents receiving services, and ensuring financial stewardship of Therap throughout the State. In addition, this position would be responsible for a new initiative of providing smart home automation capabilities for our Group Homes. This position oversees the business needs of Regional Center health, functionality, strategic direction, project implementation, and communication, including managing the relationship and performance of key vendor partners.  In order to coordinate communication, this position is the conduit between the legislature, vendors, DRC, OIT, BITS and other stakeholders.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • Graduation from an accredited college or university with a bachelor's degree.

AND

  • 5 years of professional experience in managing a program/project as a Product Owner/Project Manager or as a Manager of health records or smart home automation related projects. This experience must include:

  • Previous experience applying IT solutions to solve business problems.

 

Substitutions: 

  • A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year for year basis for the bachelor's degree.
  • A master's or doctorate degree from an accredited college or university in a related field may be substituted for the experience on a year for year basis.

Preferred Qualifications

Additional depth and breadth of job-related experience beyond the minimum qualifications above include:

  • Experience with implementing and managing smart home automation systems.

  • Demonstrated experience with management and delivery of home technology projects of all types and scopes in new construction and existing residences.

  • Demonstrated experience with evaluating new home automation strategies and procedures, ensuring deadlines and cost targets are met, and maintaining required project documentation

  • Demonstrated ability to seek new and innovative approaches and technologies.

  • Experience in health care or human services is a plus.

  • Proven leadership ability.

  • Excellent interpersonal skills.

  • Demonstrated experience in getting effective results with persuasive and assertive individuals.

  • Ability to present ideas in business-friendly and user-friendly language.

  • Demonstrated ability to work effectively, multi-tasking in a fast paced environment, balancing business needs, resolving competing priorities and meeting project deadlines.

  • Exceptional service orientation.

  • Successfully managed a large initiative with multiple business stakeholders.

  • Knowledge of State Fiscal Rules and Regulations.

  • Ability to communicate effectively across multiple levels of the organization, including managing through cross-business areas or business unit prioritization discussions.

  • Experience analyzing business requirements in systems design and development.

  • The preferred candidate will have a background in Information Technology (IT) planning, organization, and development. 

Conditions of Employment

The successful candidate in this position must be willing and available to submit to the following conditions:

  • Must be willing to submit to and able to successfully pass a criminal background check.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.  Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

  • Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19, or, submit to twice-weekly serial testing. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination, or begin twice-weekly serial testing for COVID-19.
    Testing will take place in-person/at home/TBD and will be considered paid work time.  Note:    Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the State of Colorado’s Public Health Order and guidance issued by the Colorado Department of Public Health & Environment.
