Subcontract Program Manager II
Responsible for major subcontractor performance and enhancing the subcontract management process at Ball. Plan, organize, direct, and control large subcontract activities on a proposal or program to satisfy contractual requirements and meet programmatic cost, schedule, technical and quality commitments, while ensuring good internal and external relations.
What you’ll do:
•Responsible for overall leadership, direction and guidance of subcontractor and to establish and execute subcontract in accordance with the budget, schedule, contractual requirements, Statement of Work (SOW) and technical specifications associated with the subcontract.
•Leads subcontract management team in monitoring performance of subcontractors performing on the contract.
•Ensure that program requirements, purposes, objectives, and expectations are communicated and flowed down to the subcontractors. Define subcontract scope and requirements, manage, control and monitor subcontractor to provide timely, in-depth, and accurate visibility into subcontractor technical, quality assurance, financial and schedule performance and compliance with Program requirements.
•Ensure subcontractor plan is integrated into Program plans.
•Act as the principle interface with the Subcontractor and main Ball representative on all subcontract related subjects and provide liaison between subcontractor and Program.
•Work closely with and assist Subcontract Lead/Manager to ensure Subcontract is maintained current and meets Program requirements. Establish Ball programmatic negotiation position and support subcontract negotiations.
•Work closely with Program Management and customer to communicate subcontractor progress, resolve issues and concerns, and identify and manage subcontractor risk.
•May lead cross functional teams. May be Cost Account Manager. Work with Program Management and SSUs to ensure the subcontract management team is staffed with appropriate skill levels and that internal work is being accomplished according to plan and supports the subcontractor execution plan.
•Coordinate the participants, schedule, logistics, and success criteria and chair subcontractor program status, business, design, manufacturing, test and pre-ship reviews, including inclusion of Customer participation.
•Review and monitor the subcontractor baseline including their definition of tasks, budgets and schedules.
•Review and monitor subcontractor Earned Value (EV) and Earned Value Management (EVM) processes and performance including variance reporting. Support business team to integrate the subcontract cost and schedule performance into program business tools and EVMS.
•Employ proactive risk & opportunity management processes and practices to mitigate or capture potential program issues and improvements.
•Support change proposal efforts for subcontract including pre-coordination with subcontractor to establish expectations and lead internal evaluation of subcontractor proposals and development of negotiation plans.
•May lead development of Program Subcontract Management Plan (PSMP).
•Participate in proposal preparation activities in support of new business capture opportunities with existing and/or new subcontractors, customers and programs. Coordinate SME inputs to technical evaluations of complex subcontractor proposals, assessing realism, reasonableness, and completeness
•May develop and manage a complete Subcontractor Performance system.
•Tie past performance, current requirements, and subcontract documentation and management into predictive subcontractor performance model.
•May develop, refine, and manage the role of the Subcontract Program Manager (SPM) at Ball. ◦Identify, rate, and mentor SPMs at Ball.
◦Establish and maintain training for SPMs.
◦Enhance subcontract management process, tools, and templates for managing subcontracts.
•Interact with major Ball customers, both internal and external, to ensure understanding of Ball’s subcontract management methods, processes, personnel, status, and performance.
•May develop strategic direction for SCM and lead employees and the company into innovative and new directions to accomplish the organization’s goals.
•Ensure that all business is conducted using the highest ethical standards and in compliance with all applicable laws, statutes, and regulations.
•Maintain a regular and predictable work schedule.
•Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
•Perform other duties as necessary.
What you’ll need:
•BS/BA in related field plus 12 years or more related experience.
•Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education.
•Work is performed in an office environment, laboratory, cleanroom, or production floor.
•Travel and local commute between Ball campuses and other possible non-Ball locations may be required.
A current DoD clearance and/or SCI access with Polygraph is not required to be eligible for this position, however applicant must be willing and eligible for submission within 60-90 days after an offer is accepted and must be able to maintain the applicable clearance/access. Compensation & Benefits
- HIRING SALARY RANGE: $149,000 - $205,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
