What you will be doing: 
Under general supervision, provides Town-wide software application support, implements system based internal controls, and analyzes business and other data processing problems to implement and improve computer systems. Also analyzes user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities.

EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES
The below list is intended to be illustrative of the responsibilities of the position and not all-encompassing. The Town may change these duties at any time.

  • Acts as system administrator for Town software programs and is a liaison between vendors and users. Tests, maintains, and monitors computer programs and systems, including coordinating the installation of computer programs and systems Town-wide.
  • Participates in the selection process for new software programs.  Assists in the periodic examination and evaluation of programs to improve their effectiveness; analyzes programs and implements user software change requests.
  • Troubleshoots program and system malfunctions to restore normal functioning. Provides system support for various software programs. Proactively identifies application features that will improve efficiencies, enhance customer service or improve controls/security that are not being utilized or under-utilized.
  • Develops, documents and revises system design procedures, test procedures, and quality standards. Coordinates with application vendors and departments to facilitate implementation process and set-up.
  • Assists staff in problem solving and in performing daily tasks in the use of the supported applications.  Works with users to determine needs and researches software solutions, working with the vendor where appropriate.
  • Assists in the implementation of new software systems and updates/upgrades to existing applications Town-wide.  Coordinates with application vendor and department(s) to facilitate implementation process and set up.
  • Is an expert in core applications and conducts limited new user training to provide education on general navigation procedures for required software.
  • Designs and generates custom reports through software.
  • Develops and implements system-based internal control processes and procedures.
  • Interacts extensively with other departments.
  • Provides routine administrative support as required and ensures compliance with Town of Erie policies and procedures.
  • Performs related work as required or assigned.

EDUCATION & EXPERIENCE

  • Bachelor's Degree in Computer Science or Information Systems.
  • Three years of Computer Systems Analysis experience.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Colorado Driver's License and satisfactory driving record

  • Must possess excellent verbal and written capabilities. Ability to write reports, business correspondence, and procedure manuals.  Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to effectively present information and respond to questions from groups of managers, Town employees, and vendors.
  • Gives full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times to ensure an understanding of user needs and issues
  • Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to operate general office equipment including personal computers, calculators, and copy machines.  Computer literacy, in word processing, spreadsheet/database programs, and report writers.
