The Operations Strategic Support Unit plays a fundamental role in enabling efficient business and program execution - from technologies and investments to supply chain, manufacturing and test operations, facilities management, and information technology services.
ISC Functional Area Manager - Subcontracts Deputy
The Functional Area Manager for Supply Chain Subcontracts and Category Management will act in the capacity of "Deputy" to the Director of Subcontracts Management, with joint responsibility for the management and oversight of all subcontract management activities in support of Ball Aerospace customer programs (Direct Purchasing). This position as defined is new to Ball Aerospace and represents an exciting opportunity to design and implement a centrally managed subcontracts management organization, aligning to industry commodity categories and with intent of enabling improved supplier relationship / performance management. This position will be responsible for bringing together multiple, smaller teams of subcontracts professionals, eliminating duplicated effort / supplier interfaces, implementing clear KPIs and effecting improved supplier engagement and support to programs. This position reports directly to the Ball Aerospace Director of Subcontracts Management.
What You'll Do:
  • Assess current organization operations, identify areas for development and effect the necessary changes to evolve and mature the organization.
  • Have ownership of the 3-5 year Supply Chain Strategy as it relates to Subcontract's Management; develop the tactical continuous improvement plan specific to those elements of the strategy associated with subcontracts administration and supplier management.
  • Mentor, train and guide performance of a diverse and growing team of Supply Chain professionals responsible for managing subcontracted efforts (varied complexity, outsourced efforts to design new or modify existing technologies as governed by a Statement of Work) required by Ball Aerospace programs, engineers and customers in a manner consistent with all Federal, DoD, Commercial and other unique customer regulations.
  • Partner with fellow SC, ITS and Operations Leaders to develop the technology roadmap and KPI / metric reports required to support the purchasing organization and clearly measure / demonstrate the value-add this organization delivers to Ball Aerospace.
  • Identify needs and ensure appropriate allocation of personnel within the respective portion of the Subcontracts Management Organization; work with Category Managers to help set priorities, including assignment of key people, as applicable to organizational areas of responsibilities.
  • Lead, train, mentor, and develop a diverse supply chain team which embraces the Ball "Go Beyond" mindset and partnered approach with suppliers.
  • Be a knowledge leader for the Subcontracts management organization. Ensure department functions are properly managed for effectiveness and excellence. Provide vision and leadership to department employees and ensure employees are trained and developed and are engaged in performing their duties and responsibilities to the highest levels of performance.
  • Provide a challenging work environment and a motivating atmosphere for the department and/or support function supervised to achieve business objectives.
  • Perform strategic and operational planning for the department supervised, in concert with the SC Leadership and consistent with Ball Business Units, the SC as a Support Unit, and/or Ball Aerospace requirements.
  • Assist Director in management of department resources. Ensures company finances, costs, property, etc. is utilized appropriately and in the best interest of the company, our customers, and is in compliance with all applicable rules, regulations, policies, procedures, and directives such that the department, its employees, and operations are ready for any audits either internal or external that may be required.
  • Partner with Category Managers and Subcontract PMs to gather and present information on department performance to SC Senior Director, Subcontracts Management Director, SC leadership team and/or Ball Aerospace management, as required.
  • Participate in the development of strategic criteria, planning, analysis and decision making for expansion and growth of the SC organization; Recommend objectives and long-range plans to achieve growth and financial profitability.
  • Ensure that proper and sound business practices are implemented and followed in relation to all acquisition & financial matters.
  • Ensure that all business is conducted using the highest ethical standards and in compliance with all applicable laws, statutes and regulations as well as company policies and directives.
  • Perform those administrative activities necessary for the effective management of the company including provision for the selection and development of employees, salary administration, budget administration, employee safety, employee counseling and motivation, organization goals and objectives, and planning, organizing, integrating and measuring the work performed within the company.
  • Perform such individual assignments as directed; establish and maintain effective work relationships within the SC Organization, Ball Aerospace, Ball Corporation, and the community; and maintain the professional competence, knowledge and skill necessary for the satisfactory performance of all assigned responsibilities.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.

What You'll Need:
  • BS/BA in related field plus 10 years or more related experience.
  • Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Demonstrated expertise in highly complex business procedures and strategies across the acquisition lifecycle, specifically within DoD / NASA construct.
  • Professional experience and demonstrated expertise in DoD / NASA Direct to program Subcontracting and category management.
  • Professional experience and demonstrated expertise in US Government Program Proposal Development, US Government purchasing / acquisitions, and material handling.
  • A working knowledge of standard tools, KPIs and processes required to support and measure the value-add of the Supply Chain purchasing organization (i.e. MRP, Invoicing, Forecasting, etc).
  • Ability to act in a leadership capacity, provide vision to those supervised, and guide diverse departments and employees to ever higher levels of achievement.
  • Ability to effectively relate with others and cooperate as a team member.
  • Demonstrated expertise in aerospace industry and government contracting and billing procedures.
  • Ability to effectively interact with suppliers and external customers at the highest levels.
  • Strong and proven leadership skills.
  • Demonstrated ability to build effective relationships at all levels of the organization.
  • Demonstrated ability to mentor and develop high performance work teams.
  • Extensive FAR/DFAR knowledge.
  • Excellent interpersonal and organization skills.
  • Excellent communication skills (both oral and written).
  • Ability to Travel 25%.
  • Majority of career spent as team / organizational leader in Aerospace & Defense Supply Chain organization preferred.
  • Recognized, formal industry certification in one or more of the following: Program Management, Contract Management and/or Supply Chain Management preferred.
  • Varied experience across all types of material-based programs from Research & Development (R&D), initial Prototype, low volume development, to limited production, and high rate repeatable production preferred.
  • Capture or proposal lead experience preferred.
  • Demonstrated track record of success driving win-win supplier negotiations preferred.

  • Travel and local commute between Ball campuses within CO, and elsewhere will be required on a regular basis.
  • Travel to suppliers and other possible non-Ball locations expected, 25% of the time.

A current DoD clearance and/or SCI access with Polygraph is not required to be eligible for this position, however applicant must be willing and eligible for submission within 60-90 days after an offer is accepted and must be able to maintain the applicable clearance/access. Compensation & Benefits:
  • HIRING SALARY RANGE: $136,000 - $187,500 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
