The Colorado State Land Board is looking for a Data Systems and Inventory Manager to join our Data Services team. Our inventory of land and minerals, and the attributes that make them special, are becoming data intensive, and we need outstanding skills to manage it all. Daily work will range from supporting user needs and custom coding in NetSuite to inventing solutions to complex business problems and building connections between our various data platforms.

What is the State Land Board?

The State Land Board is a constitutionally created agency (1876) that manages a $4 billion endowment of assets for the intergenerational benefit of Colorado’s K-12 schoolchildren and public institutions. At 142 years old, we take pride in being especially entrepreneurial and business-savvy. We compete in private sector markets daily and generate more than $100 million in revenue annually.

We are the second-largest landowner in Colorado and generate revenue on behalf of beneficiaries by leasing nearly three million surface acres and four million subsurface acres for agriculture, grazing, recreation, commercial real estate, rights-of-way, renewable energy, oil, gas, and solid minerals.

What kind of data do we have and how do we manage it?

We rely on a proprietary build of the NetSuite platform, internally nicknamed ATLAS, to manage our enterprise resource planning system (ERP) needs. This ERP supports all transactional, financial, accounting and regulatory activities related to the leasing, sale, exchange, and purchase of all agency assets including land, minerals, improvements, and commercial real estate holdings. The NetSuite Fixed Asset Management module is at the center of our custom environment. Tying each transaction to a fixed asset, we manage more than 9,000 leases and contracts across tens of thousands of data entries annually. We are the only agency or department in the state using NetSuite and our customization of the platform is unique in its approach to solving our business problems. ATLAS is integrated with GIS mapping tools, the State e-commerce platform, and Laserfiche records management.

The job opportunity

This is not your typical government job. We want you to share in our excitement over intergenerational stewardship of natural assets and share in our pride of providing significant financial support to Colorado’s public schools. Your work will be a model across the country for unique Netsuite solutions and integrations.

As the Data Systems and Inventory Manager, you’ll be our NetSuite administrator and business analyst. Your duties include:

  • NetSuite (ATLAS) Management

    • Use ATLAS  to develop and maintain accurate records of the agency's legal ownership of land, minerals, surface improvements and water rights.

    • Integrate the concepts of legal property descriptions, surveys, permits, appraisals and multiple forms of legal title into ATLAS.

    • Consult with agency staff to creatively ensure ATLAS meets the needs of business processes across all lines of business and all functions.

    • Maintain and execute a plan to address all needed agency functionality and resulting improvements and modifications to ATLAS.

    • Facilitate agency accounting on trust leasing activities, including creating forms, queries, search tools, reports, and custom record elements to support data input and finance transactions.

    • Manage existing integrations with third party Geographic Information Systems, Colorado Interactive (the state e-commerce platform) and Laserfiche records management. Explore additional integrations.
       

  • Inventory Data and Business Process Management

    • Develop functionality to bring detailed inventory data and visualization into our business processes.  

    • Be the day-to-day manager for systems infrastructure, including NetSuite updates and improvements to the user interface, geographic information systems integration and user support, and upkeep of the agency's proprietary Ranchland Sales Database and its use in portfolio valuation.
       

  • Be the champion of digital processes

    • Creatively and proactively design and implement ATLAS upgrades based on the needs of the agency. Your colleagues don’t know the depths of NetSuite. It’s your job to help us use ATLAS to the fullest extent possible so that we can be  more efficient at our jobs.

    • Plan and lead staff training for the efficient and effective use of existing and new data systems.

    • Create and maintain database dictionaries for systems and processes agency-wide.

What attributes are we looking for?

While we value your hard-earned education credentials and admire your impressive professional titles, we care the most about your hands-on track record for ERP management.

At a minimum, you need the following:

  • Three years of professional experience designing, implementing, enhancing, maintaining and troubleshooting a NetSuite enterprise resource planning (ERP) system.

  • Bachelor's degree in Computer Science, Information Systems, Management of Information Systems or in a field of study related to the work assignment. Significant work experience and demonstrated skills may serve as a substitute for degrees earned.
     

You get bonus points if you can demonstrate the following:

  • NetSuite certifications in administration, consulting and/or development

  • Demonstrated NetSuite proficiency including Fixed Asset Management module; user interface configuration and customization of forms, fields, lists and records; middleware integrations of Laserfiche, ArcGIS

  • NetSuite CRM experience

  • Proficiency in Java Script development

  • Familiarity with Geographic Information Systems

  • Familiarity with land ownership records including title and survey

  • Experience in process improvement practices such as Lean or Agile
