Zoom, is looking for a Senior Counsel, Export Controls Compliance to join an award-winning legal team and lead Zoom's export controls compliance program. Candidates should have experience with encryption-related technology.
The ideal candidate will partner closely with the engineering and product teams in handling export control classifications, building and enhancing export controls compliance controls across the company, and counseling teammates on related legal matters. This is an opportunity to be an integral part of the business in a hyper-growth technology company.
OVERALL RESPONSIBILITIES:
You will contribute to the ongoing development of Zoom's export controls compliance program. Your responsibilities will include:

  • Acting as an in-house expert on U.S. export licensing rules and procedures, including with a focus on encryption technology, and staying abreast of relevant regulatory developments.
  • Working with the engineering and product legal teams to conduct classification analyses of Zoom's software and technology and preparing classification and licensing requests and renewals with the Department of Commerce, and liaising with government agencies throughout the classification/licensing request process.
  • Enhancing and further developing Zoom's global export controls compliance program through the development of tailored and risk-based policies, procedures, training, and other internal controls.
  • Providing the business, including the Revenue Organization, with actionable advice regarding compliance with export controls requirements with respect to the sale of controlled technology.
  • Providing critical advice and direction on strategic M&A transactions prior to, during, and after an acquisition related to export controls matters.
  • Training the Sales, Procurement, Engineering, and other teams on export controls compliance requirements.
  • Conducting investigations, assessing risk and developing mitigation strategies as necessary.
  • Contributing to the team in any way that serves the team's mission.


REQUIREMENTS:

  • Law degree from an accredited U.S. law school
  • 12+ years of legal experience in export controls and international trade compliance in an international environment, including 3+ years managing issues related to encryption technology
  • Law firm and in-house experience, preferably in the technology industry
  • Complete understanding and working knowledge of the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) regulations, and anti-boycott laws and regulations.
  • Experience learning and understanding new technology, and conducting export controls classification analyses and preparing related licensing requests to U.S. government agencies.
  • Excellent written and oral communication skills with an ability to effectively communicate with business partners throughout the company.
  • Exceptional legal and business judgment.
  • Goal-oriented with an ability to think strategically, prioritize, and timely deliver detail-oriented work, and counsel on balancing legal risks with business opportunities.
  • Self-starter with intellectual curiosity, who is capable of learning on the job, taking initiative, developing new approaches when there are no precedents, and thriving in a fast-paced environment.
  • People management experience.
  • Possess high integrity, ethics, and a demonstrated ability to execute in a fast-paced environment.
  • Ability to collaborate cross-functionally and build enduring relationships.
