Job Duties and Responsibilities
A Principal Protocol System Engineer is responsible for facilitating the successful network integration of user equipment devices optimized for operation on DISH's 5G MNO network, roaming environments as well as 5G Enterprise, Wholesale, MNVO businesses.
DISH's vision for its 5G SA network is to utilize O-RAN and cloud-native core technologies operating on a flexible distributed compute platform. Protocol System Engineers are responsible for validating the interoperability of the UE devices and their associated services against this environment in support of commercial deployments with verified performance against quality assurance metrics.
Responsibilities for Principal Protocol System Engineer
- Collaborate in multi-vendor environments, such as modem chipset, UE OEMs, RU, DU, CU, and core vendors, to facilitate Interoperability Development Testing (IODT), Interoperability Testing (IOT), and Field Interoperability/Integration Testing (FIT) with an ownership mentality.
- Directly engage with engineers from the vendors in triaging and debugging activities and lead vendors in setting up priorities, arranging proper tools and resources, and escalating in timely manner; these activities will require collaborating with program manager(s) continuously to coordinate the multiple teams internal and external to complete the tasks on time and with quality.
- Work with test equipment vendors and OEMs to develop necessary test tools, scripts and test automation
- Architect, design, optimize, enhance and document test cases, tools, and processes with the mindset of owning and governing the device and chipset lifecycles from first introduction to eventual device launch
- Baseline & benchmark the performance and establish reference devices and KPIs for offering consistent quality of services across the devices
- Work with DISH's program management & defect tracking tools (e.g., Jira)
- Architect and design a common device platform supporting all DISH's businesses, e.g., retail, enterprise, MVNO, etc.; come up with an efficient test and validation methods and plan
- Strategize, architect and design a device structure which makes DISH device most competitive operating under DISH's own network environment; come up with an efficient test and validation plan
- Design a device structure which exploits multiple MVNO environments to give the best user experiences; come up with an efficient test and validation plan
- Produce and maintain the protocol roadmap; this requires closely working with Device/Network Technology Roadmap manager and Device Technology team
- Mentor and train junior engineers to make them world's best experts

Skills, Experience and Requirements
Qualifications
- Bachelor's or master's degree in electrical engineering with a focus on wireless communication preferred, or equivalent combination of education and experience
- 10 years of working experience for developing wireless mobility devices, chipsets, or RAN/CORE in bringing commercial devices and networks to market
- Hands-on experiences in GCF & PTCRB, IODT/IOT, and carrier/product certification processes, and HW/SW evaluation & validation
- Demonstrated skills in triaging and debugging 4G/5G air-interface issues (PHY, MAC/RLC, PDCP, etc.), 4G/5G device services (e.g., IMS, SMS, RCS, eUICC, SIM, OTA-DM, VoLTE, VoNR, ViNR, VoWiFi, e911, RTT, CMAS, etc.) and associated device chipset and core networking architectures and technologies
- Proven skill set in utilizing and manipulating the tools such as QXDM, Keysight, R&S, or Anritsu
- Proven experience in creating and maintaining test tools using Python, C#, C++ or similar programming language
- Experience in developing UE functional, performance and RF measurement test cases
- Demonstrated ability to lead people on said services and technologies in the design, implementation and operation of laboratory and field test validation and verification environments
- Experience in a high-availability, fast-paced environment
- Strong customer service focus and experience working with operations

Salary Range
Compensation: $115,500.00/Year - $165,000.00/Year
